Detect if app is opened in foreground or background

How can I detect if an app is in foreground or working on background?

Android 10.

Because I have a macro that open a app if a Bluetooth device is connected, but I want to skip that step if the app is already open. Because open another instance of already opened app, crashs the app.

On Android 10 you can detect if an app is open in the foreground, but not whether it is alive in the background or not.

If you kill all processes and it is in foreground then surely that means it is foreground.
