Two SIM card, which cell tower ID?

My phone has two SIM card slots but I used only one SIM card as Card 1. I collect cell tower IDs for cell twoer groups and determine my location based on cell tower ID. If I insert another SIM card from another service provider, either as Card 1 or Card 2, does the cell tower ID change? Which card is used to determine cell twoer ID? Thanks.

A GSM Cell-ID (CID) is a unique number by which GSM towers or the sector of the GSM tower can be identified within a location area code (LAC) or a GSM network.

Seems like it won't change.
