I can not access Download folder.

If you are trying to move or delete files, and you are trying to use the download folder on your smartphone, you can use the
Unfortunately, due to restrictions in the operating system since Android 10, operations on the downloads folder are now restricted.
This is not due to MD restrictions.
If you want to create, delete, or move files to the downloads folder, you need to use a shell script with mv or rm commands, or use another application such as FolderSync to synchronize or move files from the downloads folder to another folder in the hierarchy.

First of all, we would like to conclude that it is due to the way the app is approved by Google.
Filer applications such as x-plore and Mixplorer are "authorised for all file operations".
You have probably configured this when you first launched the application.
This is due to the difference between being able to use them and not being able to use them.

It is better to ask Jamie (the developer of MD) about this from you.
However, since MD is currently developed by Jamie alone, it would be difficult to distribute the application through other app management (Ex. F-Droid etc.).
This is because the burden on the developer side increases.
What is clear is that
Google's policy of granting permissions to certain other apps to manipulate files, but Google's rejection of MD's permissions to do so, is the root of the problem you've described, and is what we're struggling with.
By the way
If you create an arbitrary folder under the download folder, you can move or delete files to that folder, so it is recommended to use another file synchronization application to give you a cushion.
For example, if you use FolderSync to
Create a new folder under your downloads folder and add
download->download/new folder
and set the upload synchronisation to "instant synchronisation enabled", then your downloads will flow to the new folder in real time, and you can then do any additional operations in MD.

At some point I am planning to try once again to get approval for the required permission, which both Automate and Tasker apps have been granted. Unfortunately it will be a time consuming (and probably soul destroying) process therefore it will have to wait until I have a chunk of time and a very stable release. I'm currently planning a bug fix only next update in about a week or so to rectify a number of issues that are coming to light in the V5.20 release and after that (presuming I have good stability) then I will look at submitting another request for this access.
