If you are using Nova launcher, a shortcut is available - see 1st attached screenshot.
This opens the VPN screen, as shown in the 2nd screenshot.

Is this what you are trying to do?

There may be an intent that performs a similar action to the Nova shortcut.

If you want to turn OpenVPN or WireGuard on or off, search the forums and you will find a way to control it with intent.

There is VPN....you need to use Nova Launcher.

Have you installed Nova Launcher?

If so, select MD shortcut "Activity"
Its the first one in the list and has the Nova launcher icon next to it
Scroll down and touch Settings
Scroll down to and select VPN
