Macro view question

I'm sure it must be mentioned somewhere, but I haven't found it.
On the attached screenshot, why is there a difference beaten the two actions; whole line/ partial line, bright and dimmed icons.

I've changed the actions and positions, but they remain the same.

It means the constraint is disabled. Click on it then click on enable.
