adb install --bypass-low-target-sdk-block FILENAME.apk
You’ll still get the Play Protect warning, but tapping “install anyway” will work this time.

If I had a choice, I would go back to Android 8...Pretty much the only reason I update to latest versions is to get these restrictions, so that I can test them myself and we can work on workarounds and stuff. But honestly every update doesn't bring much... I just updated to HyperOS last week, the only noticeable changes were icons, some text boxes and a font change. That's it???

Android 8 had already blocked CPU / processes monitor. Every new release they destroy something useful.If I had a choice, I would go back to Android 8...
