The solution that works most of the time is rebooting, however I have not ever seen that argument number error. If it doesn't work after reboot (make sure to have airplane mode off) please report the bug using the report bug button in the troubleshooting section of the app.

of course I'd have an issue that a mod never saw before. By reboot you mean simply restart the device?

Unfortunately as documented in the app the wifi hotspot action does not work on every single device (although it works on the vast majority). I'm still not sure of the exact cause but it may be related to network provider and/or modifications made to the OS by carriers (such as Verizon).
